They should allow co-op to be played alone if you can single-handedly beat the level.

If no other player playing the co-op you are gated from completing that part of the game

and considering co-op has multiple levels a lot of early levels aren't even getting played.

Basically you need to pray that 2 other people are trying to enter the same co-op level as you.
