In the year 20XX, the Girls' Frontline server has been shut down for maintenance. Dio Brando, a member of the Dio Brando Family, is one of the few people who know how to play the game. He spends his days playing the game, waiting for the server to come back online. With the exception of the main storyline, the girls play F-Rating games, in which the players must attempt to score as many Fs as possible. The main storyline involves an assassination attempt on the president. The players must help the president, and thwart the assassination attempt. Everyone else is dead, and the gunman specifically targets Dio. He is determined to kill Dio at any cost. Dio is skilled in the use of many different types of weapons, and he is an excellent shot. However, the gunman has equally as much experience with weapons, and is a good shot as well. The two of them go down a long, dark hallway, past several rooms with bizarre and grotesque paintings, to a room with a pool table. This is another one of Dio's favorite pastimes. He is very good at the pool, but the two men know little of the game. Should the two of them play pool, Dio will most likely win.

Because hack writers in the 90's and 00's believed that we need to have darkness and menace to the villains and for Batman, it also meant we had to completely take his story seriously as well... which ultimately leads to the problem Batman has now.
The villains didn't constantly kill people in excess, Batman was JUST a Dark Hero but a Hero nonetheless and was really no different than other heroes past how he worked his area and he wasn't an asshole because "We want to make him edgy due to the family he lost".

If you really go at it further, Batman back then... was literally Oliver McQueen/Green Arrow right now.
