Not actually that hard to reconcile as you're framing it, considering you started questioning him, he could just take that as a token to start pushing some mutual shade even if it's utterly inconsistent, and the fact that he has TMI that his shade is correct would inspire confidence in taking that shift in position.

Because Rugrat's playing to what Gram thinks is his scum meta (blending in while seeming active with a vote) and therefore he's drawing scum reads. Also he's the sort to come up with shit that may be too insensitive for most regular people
