My opinion on all this is that someone else probably targeted Flower with something and it's a mech coincidence of sorts. I'd be stunned if Flower is scum this game, I'd probably need hard mech evidence to get there and even then I'd harbour doubts, think I'm just going to put it to the back of my mind and move on.

There is a shot, but it's not my go-to assumption. His usage checks out with what I'd expect, and I agree with you there isn't much scum utility compared to the counterpart (Rej's claim) which I have more issue with. Only thing I agree with is Gram's point where he asked flower to explain, because I would assume he was using the role on Flower to protect her, and I really doubt he'd followed enough to know Nibel claimed to shoot her or the implications of that.
