I don't really agree with some of this

Hounding nibel for a shot target isn't really scummy on her behalf

It's not as wild an explanation as you're making out. It's pretty much the standard thing you'd claim to have happened as either town or scum that had survived a shot

Her tantrum also is vibing more town than scum and I've definitely read this book before

The main issues I have are none of the above which I find pretty weak tbh. It's the inconsistency in the stuff she's saying and the fact she survived a shot when I wouldn't be blocking the vig as scum (everyone's different so that's just personal to me)
 
I don't really see scum xadlin softing this role if he didnt have it so I'd say that it's definitely his role and then the question would be how is it useful as scum?
