Shanks warned Lucky Roo not to be cocky specifically because the Kid Pirates had grown tremendously from their last encounter. They last fought the Red Hair pirates sometime during the timeskip, so beating them then isn't a high mark.
Lucky Roo is probably at least in the company of Katakuri and King if we take the statements that Red Hairs commanders are above the norm, while Kid at that point would be lucky to be Vergo level depending on how far into the timeskip they fought.
