Even Locke shrugs off a Forerunner Blast that teared up the city, violently pushed aircraft out of the air and caused earthquakes.And city block level durability

That's because the tanks weren't active, and the hatches weren't secured. If they were, they might have survived. In-game Wraiths can survive a few mortars before they're destroyed.Also, in The Flood Wraith mortars boiled Wraiths apart and left only the slagged skeletal remains of the tank.

Aren't the cockpit and the rear area of the scorpion/wraith considered vulnerable areas anyways? You can even throw a grenade in the rear end of them if you punch enough times and break apart the armor around those areas.
