The fact the Soul King's Palace isn't distinguishable from the rest of the sky due to being so far up is fairly solid basis to conclude the Palace in its full diameter is smaller than 0.02 degrees.

How about a time frame?
I'll have to scale the Soul King's Palace separately from the diameter of Wahrwelt. That the Palace sits too comfortably inside a single city where as the diameter initially appeared to be more than half of a given disk tells me the Palace is not in scale with the cities surrounding it.
