It stands to reason you can scale this Kamehameha to Goku as early as the 21st Tenka'ichi Budōkai. To begin with, Roshi was clearly some order of out of shape when he set up the challenge for Goku and Krillin to be able to push that massive boulder as he couldn't do so himself, didn't even try to go fully bulked up. Hell, he set up that boulder test as a joke in his mind. That said, he was clearly getting back into some kind of shape alongside them as he was wearing the shells with them, but that doesn't mean the Roshi from the Pilaf arc compares to the Roshi in the 21st Tenka'ichi Budōkai. After all, by the time of the tournament, Krillin (who had managed to move that boulder Roshi wasn't able to earlier in their training) already acknowledged Jackie Chun (Master Roshi) was out of his league in basic strength and ability.
And remember, Goku and Roshi were directly equal when firing their attacks there.

As you can tell, Goku can't hold his breath too long even as far as his his scuffle with the Red Ribbon Army. Additionally, He just kind of jams the Power Pole into the ground and has it extend and retract in the time he'd need to hold his breath. The moon itself is approximately ~0.5 degrees across and covers about that much distance over the course of an hour. The given what we know about the limits of human visual accuity?
Visual acuity, basically the resolution of the naked eye, can perceive upwards of shit as small as 0.02 degrees and perceive it as its own distinct object without them all blurring the fuck together.
Additionally, with how the Power Pole was wedged firmly in place and was unable to alter trajectory on top of the fact Goku can't hold his breath superhumanly long yet? Gonna go with a trusty time frame for the up and back transit it'd take the moon to visibly perceptibly move in the sky about 0.02 degrees. That'd leave the full travel time as being about 144 seconds or 2 minutes and 24 seconds.
