Time frame is what exactly?
Koenma is clearly reacting to the Reigan after Yusuke fired it per the "!!" on the panel the Reigan can be seen in the sky compared to the island.
Why Koenma? He's the one closest to Yusuke and was already intently focused on him awed by the energy he was gathering. Following immediately after it was shot is the reaction long after it had climbed into the sky. By panel order of events, it makes the most sense for this to be a continuation of Koenma's observations
Now, a fucker might call foul that the explicit superhumans like Kuwabara, Hiei, Kurama, Toguro, and the "Beautiful" Suzuki don't notice it until long after climbing into the sky
That fucker would be stupid on account of the fact, unless a given Psychic is actively concentrating on the energies a fucker is deploying or gathering? They need to be in fairly close proximity to the person to notice (Kuwabara, particularly gifted with his 6th sense, only notices Yusuke's meditation upon entering their hotel room for example. During the fight between Toguro and Genkai? Only Yusuke [now roughly on 80% Toguro's level] noticed the start of the fight between Genkai and 45% Toguro. Hiei only noticed [who, relative to the battle, we don't know how close he is, and its arguable he only thought to extend his senses because the birds had been disturbed] once Toguro powered up to 80%. It took a clash between Yusuke and 80% Toguro with power beyond Yusuke's Cuffed Reigan [obvious by the fact the cuffed Reigan did fuck all to Toguro vs the punch shattering his hand] for Kuwabara to notice from the hotel)
And they're all over the fucking place doing shit on the island (close to the stadium especially as Suzuki was still in the infirmary for injuries and promised to be right back and we know Yusuke is by the Cave at the middle of the island while the stadium is all the way over to one of the sides) for training or whatever the hell Younger Toguro does for fun and relaxation while contemplating his next best fight
So there's no foul or reason to assume anyone is actively keeping tabs on Yusuke to react beyond normal human parameters because they're neither close enough to know to actively pay attention and are distracted by other things they're already doing (think what Bui did to distract Kurama and let Karasu get behind him)

The purple line attached to the purple circle even gives you an idea of the path of travel for one particular rock given the carnage it caused (you can clearly see as it shot outward that the 2 demons were entirely split in half by its trajectory). I will however be using the rock circled in circled in the blue within the red circled trajectory trail for my time frame, given it just landed (as indicated by the impact effect drawn underneath it like other rocks you can see just landed as well) and even has its trajectory charted by the pulzverized/vaporized wall debris trailing after it.
