It's not really his best play though especially when his scum mate flips because it means he pretty much will always struggle to get out of the PoE every day for the rest of the game. He is plenty capable of taking a proactive stance while having reason to be alive later in the game, especially when there are plenty of other strong players in the game too.
As far as my read goes, I observed behaviour I think makes more sense from him as town. You say it would be optimal for him as scum - I disagree. I think it would make him an easy read and he strikes me as someone very aware of what tells he shows and what he wants to avoid becoming readable on.

I will say I agree with the point about this being a strong player base and plenty of kill targets - even if he as town is always the best one.
