We've always considered Diavolo's universal afaik. Cant exactly erase parts of time without it affecting the universe
All of the time manipulators fall under universal range with the effect of their time abilities, not just Diavolo/King Crimson:

- Killer Queen Bites The Dust
- The World
- Star Platinum/Star Platinum: The World
- GER (which is multiversal)
- Stairway to Heaven/Made in Heaven
- SBR Diego Brando's The World
- D4C

The whole range thing is for how physically far their Stands can operate away from the Stand User. This is also why Dio and Kira mocked Josuke and Jotaro when fighting them about how their Stands had greater range.

If I recall correctly Luke was the sole familiar that showed any resistance to alucard’s control but theoretically he could flesh bud him -I think it was mentioned dio also has hypnosis somewhere else but I don’t remember that perfectly

The other familiars have seemingly lost all sense of will so they are probably not an issue

and Luke, well, he would just dunked on as he's arguably even weaker than Dandy Man is

He didn't show any resistance. Luke was killed by Alucard's Baskerville and when Walter killed it Luke got free

Alucard also has hypnosis as well

A lot of Dio’s powers are stuff he never shows again after Part 1

because Araki forg- Dio’s vampirism got weaker after taking Jonathan’s body

Yes, it's mentioned in Part 3 that at the beginning DIO was actually in a weakened state. He doesn't awaken until after drinking Joseph's blood

The eye shooter thing would have guaranteed Dio’s victory against Jotaro. Instead of splashing blood in his eyes, just slice his face in half with the SRSE

Over Heaven isn’t really canon tho

We don't ignore other's abilities regardless of how much the author let's them use it. We know Dio's vampire abilities are still working hence why he is able to eat and heal like a vampire and shows his super strength working as well. It's obvious even if Over Heaven is not canon that Dio's abilities don't have much to work against Stands so it makes sense he does not use them much there. Here is he fighting another kind of vampire so there is no reason he won't use them more if he wants to.

Well not sure how canon this is but Dio never created the Space Stinger Liquid Eyes technique or whatever it was called in Part 1; remember Straights and other proper Vampires could do it too.

Wasn't Straights the only other Vampire who did it and only because he saw DIO do it that one time when he witnessed Jonathan's fight against him?

We only ever saw two major named Vampires use the eye liquid lasers in the manga:

- Dio (Part I)
- Straights (Part II)

Dunno but I never bought that Dio made the technique
