So basically they are actual lightspeed attacks(atleast Mugino's are) but due to being able to sense and redirect them, they aren't at that level of speed right?
Yeah, Misaka has EM sense which allows to sense electricity. Though there is a scan from the manga with Misaka dodging a near point blank electron beam but I haven’t read the Railgun manga so I don’t know if that’s a legit reaction feat or something done EM sense.

Also Misaka’s lightning may be lightspeed to cause in volume 1 her lightning is said to move at the speed of light. And I think this is said in volume 3 as well.
 
Basically. Tbh I think Misaka has some lightspeed feats later on and her lightning is supposed to exceed the speed of light because of esper bullshit, but I have nothing but hearsay on those and I refuse to go looking :zaru

No, no, no. That's Marisbury Animusphere, the guy who ultimately created Chaldeas. Galahad(The Heroic Spirit that is inside Mash) wants him DEAD because what he did to even have that happen with Mash and Galahad... is ludicrously messed up.
Imagine creating supersoldiers using Heroic Spirits as basis for basically Designer Babies that will die at around 16 years old...
Everyone who heard about it opposes it for how fucked it is(Leonardo Da Vinci had to be convinced hard just to stay as soon as she was summoned she was about to just straight up leave and Waver upon hearing it would have completely shut it down).

It's really not since he's long dead before the actual plot happens. There's actual spoiler shit he does in Part 2 but this isn't really much of a spoiler since it is very much talked about after awhile and he has done some REALLY fucked up shit outside of Mash too for Chaldeas to even happen.

Nah, everyone knew about that in JP and the story makes it hilariously obvious at points(Saber, Saber Alter and Mordred knew pointblank who she was, Holmes basically states everyone knew when he was going to pointblank tell her and even some of her abilities spoil that).

There's a reason Episode 0 just says fuck it and shows it outright.

Makes perfect sense though as something some cruel fuck would do once Heroic Spirits got to be more common knowledge and once the technology made it feasible. Already can't wait to see this asshole get his.

I'm not really bothered by spoilers in general, unless it's like an major insane plot twist and even then I can still enjoy it if it's written well enough.

Kamachi DID say Misaka's lightning was light speed a couple of times in the early volumes, but then he never says it again. I'm pretty sure he made a major goof concerning the difference in speed between lightning and light.

So probably yeah.

It should still be a legit reaction feat. All the EM sense does is let her be aware of her surroundings. It doesn't actually boost her reaction speed/physicals ala Rampage Dress.

I'm not that familiar with either series, but I'm going to guess that the Covenant clean house?

I'm not usually heavy with either series in the long run but the key with the Covenant is that they are strongest shipwise and otherwise just okay on foot. Star Wars is one of the more busted Sci-Fi series where they have ridiculously strong troops and tech on both ends.
Unless the Covenant plan on just glassing Coruscant, I don't see them dealing well with Star Wars in any real capacity, especially when the Jedi appear.
