It's funny how people just take character statements at their word when we are explicitly Feats > Statements.
If it's not done by any actual means or equivalence to that statement, it's denied.
Garou has not shown one time that he can do anything more than a weakened GRB and is Continental otherwise, that's all he ever showed.

I disagree on scaling, Legends is not particularly more impressive there, it's speed or strengths isn't particularly better outside the microseries. And frankly he doesn't have that many Legends feats, he's not in too many novels or stories in his time. Largely said novel and clone wars comics.

Also in novel Kenobi, can you refresh what he did? I know there were some nice duels there but I can't remember any force feats like the TK assault. And matching up against Prime Vader is quite a feat too, especially as Canon Vader > Legends Vader in feats.

Exactly, that's what happened with the Grail Mud stuff in the Nasuverse we brought up and is still used today for everything else.
We never got an actual onscreen Planetary feat(primarily because The Nasuverse Earth has multiple safety functions due NOT wanting to be permanently destroyed), instead(and hilariously as it seems like Nasu knew this was gonna be the case), he went with The Grail Mud and equivalence.
Destroying that at all would require energy equivalent to destroying the Planet and that was done in all 3 Fate Routes in Fate/Stay Night after it was talked about in Tsukihime(With it's own knockoff version), Kagetsu Tohya(Which mentioned it as "True Chaos" and how much energy is needed to destroy it) and FGO(Which explicitly clarifies it's one and the same with Tiamat's Primordial Sea, the superior version that was compared to the knockoff, and The CHAOS Tide).
After that, everything also easily fell into place as the equivalence game was used in other areas and points(True Form Excalibur being Star+ level was due to Sefar's Energy level was close to equalling Amaterasu's... who is the LITERAL Sun of the Solar System and that was gotten from the databook).
The deal is that Murata nor ONE did that either so there's zero reason or point why Garou is Planetary under any means.

And yeah, Statements need to be clarified before they can be used which fits the example too that I put up.

but in context they were all incredibly reliable, thus valid and not hyperbole or whatever, because most of them were either from an omniscient narrator, characters who knew what they were talking about, or a guy who literally helped shape the multiverse explaining how it works

it does recontextualize Galaxy Force a bit though lol

Yep, it also did the same with Bleach when Kubo canonized Memories of A Nobody which shown the Soul Society at Large is the same size as Earth... although, he seems to want to be an asshole with Reverse London lol.

so you could literally make the case that single Unicron/Primus manifestations are in the megaversal or higher range as fucking stupid as that sounds

this wouodnt even be an outlier because it fucking happens again! in the legends manga when one Unicron almost does the opposite
 
oh cant forget the fact that universes literally are balanced upon Cybertron and if someone manages to destroy a cybertron iteration it does so much damage to the fabric of reality that omniversal things get sucked in and universes start fusing together to try and fix the problem
