In Dragon Ball, the continuous serial escalation doesn't breed apathy, rather the side cast getting sidelined and forgotten. Here, the serial escalation breeds apathy because the promises of the previous story went unanswered and we're expected to believe something different will happen with the new generation when precedent tells us it won't.
