1. That's no different than writers having Wonder Woman deflect bullets with her bracers and having to dodge piercing and slashing attacks but can take even punches from Superman and Mongul and not die instantly.
Authors don't know that the difference between piercing, slashing and blunt force isn't all that major in the grand scheme since they all punch through you due to sheer force(Even a finely honed knife still needs some level of force to cut through things).
Touma gets threatened by guns because for all the psuedo and actual science Kamachi does, he doesn't realize Touma should LONG be bulletproof if he can withstand the shit he does(This is also funny as Overlord has long since proven that even beings on Albedo's class can't easily deal with LMG's...)
2. Overlord's speed at their best... is just Supersonic. Last time I checked, Touma deflected a laser with his arm... that would put his reflexes way past Overlord by an order of magnitude. I doubt that's where his base speed is but for deflection purposes against Overlord, it should allow him to avoid most Magic.
He probably can die to swarms of them but he ain't that much weaker than they are, he should actually be much tougher.

Unless I am getting Naruto's power level wrong. Without the planetary thing, how high does Naruto get? You would need a small continent+ (I think??) to deal with Dragon Gods if Acnalogia's capability of destroying Fiore is taken into consideration.
Naruto is Moon Level if you take away the Planetary scaling... which is still well past Fairy Tail.
