? So the possibilities are
1) he is the executioner but lying - unlikely as a scum executioner gets to use it in scum QT. Possible he just chose not to for WIFOM, but I dunno, not for me
2) he’s scum but not the executioner, and they synced him voting me with the actual executioner doing the business in chat - which begs the question why do any of this?
3) he’s dumbfuck town
4) he’s an Indy with a shopping list wincon that includes a public execution? Seems unlikely

I have no reason to publicly announced I'm executing someone as scum executioner, unless there was maybe a role restriction. But that would be silly, I'm already a duelist.

I have no explanation. Even if I did have an explanation you probably should treat it as suspect.
So, I've either been framed, bus driven, etc. Or Alco is mafia (I actually had a post exploring the possibility made yesterday, I'd still consider it in the minority conclusion)
Open claimed cop being allowed to live always begs the question, regardless, of why he was allowed to get a check in the first place.
