sort of explained in-universe by the fact that he is sort of acting in proxy bodies or lower dimensional avatars, and one of the writers said the 13 had helped shape the multiverse anyways so it lines up with that. His sister also shattered the star saber which can destroy the entire transformers multiverse, so it corroborates that at their peak the 13 are just busted as fuck

the only part that's nonsense is the conclusion that this somehow equals "outerversal" TF
TF wouldn't fit VSB's reqs for that because there's never been an explicit mention of infinite higher dimensions. There are two statements of "countless" dimensions which could mean infinite, but the context of those is dubious as to whether they just mean universes or not.
