1. Is he saying that Quetzalcoatl is as strong as Tiamat is in her entirety? Because Quetzalcoatl explicitly states she isn't, regardless if she got her full Divinity or was somehow able to enlarge herself to the same size.
2. If he's saying she isn't and it's just her "best attack", then he completely fails to notice that Tiamat wasn't in her best form(That would be her Jurassic Form) when she no sold Piedra Del Sol and that she was actually able to fight against Enuma Elish until Ritsuka virtually told her to die and she allowed herself to die.
3. There is nothing in Ichigo's arsenal that allows him to defeat Quetzalcoatl in the first damn place and going by SB's own logic, there's nothing in Ichigo's arsenal that even rivals PDS, let alone the PDS + Xihucoatl combo, let alone Tiamat. This is like saying Ichigo can defeat Draco because "Draco has shown nothing impressive" and then completely ignore the Spiral World's entire existence
Are we going back to the time that "Average Divine Spirit" means Stheno and Euryale tier? Because I remember that... it was so hilarious seeing people trying to act like they are average when they are explicitly stated to be such an exception, that they are summoned stronger as Servants than they was alive as genuine Divine Spirits
Like it's seriously funny seeing this shit man, like I fully get SB will always be like this with the Nasuverse and made my piece with it but this is some next level delusion I keep seeing people do as of late like:
"No Servant has ever scratched a Divine Spirit" but then ignore Brynhild's existence as a gimped and just flailing around Sigurd was able to rock her shit or the fact that to defeat a legit Machine God, you need a Divine Construct... which the strongest Servants tend to have(Hell, Achilles could have killed Lostbelt Artemis if he wasn't so fucked up from Chiron shooting his heel) and even Durandal was able to block a Planetary Laser twice and not even get a scratch.
Like you basically have to go to the literal Top of The Pile(God Arjuna, Grand Servant Romulus Quirinus and Tezcatlipoca, Lostbelt Zeus and Kukulcan) just to make a good argument and the latter is literally ORT's Heart deified and Lostbelt Zeus and God Arjuna are amped to shit to the point it's slowly fucking them up.

Actually, it depends on the god you're talking about. Their common trait is the ability to create singularities that overwrite the planet's reality.
Most of them? No and it's always been weird for people to say that because they completely misinterpret things.
The Divine Spirit Servants that tend to get weakened the hardest is the Chief Deities or those who have been Pseudo-Servants(Which isn't even that true either, see Astraea dominating so hard in the Case Files Event, Rhongomyniad was the only thing capable of stopping her on both sides) but it's not like they are made of playdo and wishes either.
Quetzalcoatl is seen as a monster even as just a "Servant" with Tomoe Gozen fighting like she was going to kill her and treated it like a workout and Caenis and Raikou trying to kill Ibuki and she treats it like it's also nothing.
It's one of the reasons why I tend to think that the only thing they really lose is just their Authorities which is a huge loss but not exactly the only reason they are OP either... and then you have the Servants that can kick their asses anyway or match up. Like blame Lostbelt 5 and above for this when you have Minamoto No Tametomo being made from Machine God Artemis' remains... yet not only still fires with the same level of intensity as her, but Super Orion and Siegfried both can dead ass match it no problem. Or the fact that Hektor using Durandiana and Mandricardo using Durandal being able to block Machine God Artemis' attacks each... is still not the rightful users of Durandal like Roland is.
If you have to go to the absolute apex of "Divine Spirits"... that's not exactly the level where DAA's and TA's can suddenly fuck with them, they would get mollywhooped just as bad. It's why Metatron Jeanne being at the level of Beast Tiamat is so absolutely insane:
No one even remotely recorded in Divinity was EVER at that level and that's the level of Christianity and that's only in Magecraft terms, that's not even going into the actual Biblically Accurate beings either. It's like using ORT as the barometer of the typical DAA.
EDIT: I forgot about Primordial Machine God CHAOS but who can blame me? I tend to forget he exists despite being the extreme, extreme rare exception as well.
