    Er, Zeus and Junao are both in the "I was doing what had to be done" villain category. Junao managed to keep a literal paradise until the monk drove him crazy (which is why Pepe was willing to kill you to preserve it) and Zeus managed to drive away Sefar and create a society without death or crime. Both of their worlds were ultimately dead ends, and by the time Chaldea brings them down both Zeus and Junao have fallen from grace to an extent (Junao is crazy because monk boi is a bitch, and Zeus has given up trying to preserve humanity), but a big part of the narrative is that their worlds have at least some merit to them. Enough that a sympathetically portrayed Crypter is willing to kill you for them.

    At this point the answer is "it's complicated". Originally both Shiki's were hilariously outclassed in a statistical sense because of Fate powercreep, meaning irregardless of the answer to "can they", they'd get vaporized by the Servant walking briskly past them. Extra Shiki was an exception who had the same kind of body as a Servant and therefore removed the physical disparity, and her eyes are confirmed to work on literally everything so she could do it (obviously, she was the damn bonus boss :catskully ) Tohno Shiki's eye's are supposed to melt out of his head or something if he tries them on a Servant since they aren't from Gaia (insert three paragraph Nasuverse technobabble explanation here). That said I think there is an argument to be made for him now possessing something like comparable physical capabilities due to the remakes various upgrades.     I'm waiting for the official translation but given the context for the whole "world" thing in the web novel I have trouble believing its universal. Iirc he clears certain conditions to be granted the skill that the first Dragon had, which is basically the power of "world creation". Functionally he becomes a full blown reality warper, but he never goes beyond the scale of the 10000 versions of the planet he's on. The only thing that involved him reaching out past that was bringing his human self to life back on Earth as part of a meta joke (his human self turns out to be the narrator and tells the story to his friend with a title drop)
