The best speed feat I remember for either was Gilgamesh possibly lightning timing in Strange Fake, which is still far slower than Luffy.
Yeah, Gilgamesh jobs massively in Stay Night, but he fights competently in Strange Fake even while remaining arrogant and in character.

She can reinforce herself or equivalent of Reinforcement even without using Mana Burst, as you yourself said, all Servants can do that.@Salfarc
Yeah it's kinda of a huge problem in comparison to other types of Mana Bursts which makes themselves more clear(like Karna's) and even Mordred's isn't as hampered by it since while she has the Mana Burst being her Armor deal, she still has the Lightning as an indicator of when it's going all in or even decently.
So Artoria's being pure Magical Energy and little else kinda gives off the impression she's never doing it when she is... that's what her armor is and that's where all of her strength is atleast in F/SN(Before we basically get stuff from other series that imply that Artoria and Mordred are atleast decently strong rather than just "weaker than Rin" before they use their Mana Bursts for physical boosts).

Gilgamesh can react faster, hit FAR harder than Luffy ever could, can endure shit harder than Luffy could and isn't on a timer when it comes to his strongest form(and even then, Luffy's Toon stuff is overrated as he still got legit burned by Kizaru's Light Beams and can get slashed up and Noble Phantasms are built to say fuck off to the typical laws so Luffy's ghetto Toon Physics isn't saving his ass either).

Those metal pieces are Magical Energy emitted from her, not actual metal or clothing(This is why it's funny when people act like Pyrrha can "manipulate it" when it's known in F/Z and F/SN that's not metal). The problem is that people see how Salter uses Mana Burst and don't realize that's NOT how most Servants even use their equivalents because that's absolute overkill and an enormous waste of magical energy.
It's why Karna's absolute best would have him be no different than Salter and it's the same for Siegfried, Sigurd, Arjuna, etc.(Karna's Brahmastra Kundula is literally just him using his Mana Burst to it's absolute peak and putting it all into his spear throw) but it's just not feasible unless they are connected to a Holy Grail. This, however, does not stop the fact that Saber DOES do some absolutely insane physical feats(including knocking Heracles around like a ragdoll) with good use of her Mana Burst. It's just that when you see Salter going on that domination spree, it's easy to forget that is an absolutely insane waste of Magical Energy that she might as well just use Excalibur at that point.
