Could OT1 Accelerator react to Flaming;Sword, for example?
It shouldn't, that Accelerator is inferior to Accel with wings (Black or white), the Accel that stopped that attack was higher than the wings (removing the platinum wings).
A better example is that Accel Black Wings could not react to Aiwass's wings, since obviously that Aiwass is weaker than Coronzon and its attack is stronger and faster.

The wings REPRESENT Accelerator tapping into the Clonoth (even before it was properly embedded into the Four Worlds in late NT)/using it, but the wings themselves don't actually buff him.
