The order is under the usual commute in the sense that he is commuting himself. It doesn't make sense to me that a forced commute would be unblockable, isn't that ridiculously strong?

Commute is applied faster to a target using an ability. So an ability can be applied to the commuter, but the commutee would not be able to get their ability off.
